If this error is displayed when creating an External Database System in Database Management, here's the likely cause and what you can do to resolve the issue:

Cause: Database Management is not enabled for any of the databases discovered in the External Database System.

Solution: Enable Database Management for at least one database in the External Database System to be able to create the External Database System and add the other components. You can enable Database Management on the External <database type> details page within the External Database service or in Database Management.
